Cold weather brings out cozy things like sweaters, socks and flannel pjs. Not to mention, cocooning in blankets and watching your breath blow into the air. With the drop in temperatures comes a shift in what to wear. Shorts can be worn all year round if you pair them with a heavy jacket and tights. They easily replace a mini skirt and you can get a little more mileage out of an otherwise summer item.

You'll look like you forgot to put pants on. Make sure the jacket either covers the shorts drastically, or allows them to peek through a few inches below.
Finally, go with a dressier pair of shorts. A high waist looks more formal and keep the cut streamlined and simple. Black tights are an essential winter wardrobe item and go with pretty much everything. You can layer them under jeans or pants for additional warm or wear two pairs if you are somewhere windy.
